Analysis indicates that the state can't possibly afford to move all roadways out of the floodplain. But more sophisticated monitoring could provide early warning of flooded roads—such as this section of I-40 near Wallace, NC, that flooded during Hurricane Florence in September 2018—that would increase safety.
